  • Coding an ELT with a User Location Protocol

    You have selected the User Location Protocol to code your ELT. There are four variants of this protocol that can be used with ELTs. An interactive diagram of each, depicting the information which should be coded into the beacon is provided below.     Final Step: Register your beacon.

    Having purchased and coded your beacon, one of the most important actions that you must take to maximize its effectiveness is to register the beacon with the appropriate national authority. Click here for details regarding the organizations responsible for beacon registration in your country (Pro/Contact Lists/406 MHz Beacon Registers). Registering your beacon provides search and rescue authorities with access to vital information (e.g. telephone numbers for emergency points of contact, type of aircraft, etc.) that is absolutely critical for efficiently conducting any search and rescue operation.

    There are three types of protocols which can be used for encoding beacon position data, as well as identification data, in the digital message transmitted by a 406 MHz distress beacon. These three protocol types are referred to as:

    • User Location Protocols (available only in long format messages);
    • Standard Location Protocols (available only in long format messages); and
    • National Location Protocols (available only in long format messages).

  • User Protocols Details

    There are 8 different options for coding User Protocols as identified below. The applicable user protocol type is selected by setting bits 37 to 39 according to the appropriate pattern. Most of the user protocols are available only in the short message format, selected by setting bit 25 (format flag) to “0”. Click on the protocol of interest for additional information.

    In addition to the User Protocols described below the Cospas-Sarsat System also provides an Orbitography User Protocol. This message protocol is used for special System test beacons and cannot be used for programming actual distress beacons.

    The User Location Protocol, which is described in conjunction with the location protocols, uses the long message format, but has the same definition as the user protocols for the first protected data field (PDF-1).

    Note: All User Protocols in the long message format (except for Orbitography, Test and National User) are User Location Protocols.

  • Radio Call Sign User Protocol Details

    Coding the Radio Call Sign User Protocol with the Radio Call Sign

    Radio call signs up to seven characters can be encoded in the Radio Call Sign User Protocol if the call sign complies with the ITU Radio Regulations on the formation of call signs (Article S19 of the Radio Regulations) whereby alphabetic characters are allowed only in the first four characters of the sequence. The first four characters are coded with the modified-Baudot code in bits 40 to 63. The final three digits are coded in binary-coded decimal form in bits 64 to 75.

    If the Radio Call Sign User Protocol is used for a call sign of less than seven characters, the call sign shall be left justified (i.e. data on the left) and padded to the right of the last character with “space characters” (represented by “1010”). Note this is different from the procedure used for padding spaces of the Maritime User Protocol when encoded with the vessel’s radio call sign.

    Characters coded with the modified-Baudot code can be either alphabetic or numeric; characters coded in binary-coded decimal (BCD) must be numeric.

    Note: Binary Coded Decimal (BCD) is not the same as the decimal value of the bits. Rather the BCD value of bits 64 to 75 is determined by grouping the bits into blocks of 4 binary digits each. The BCD value is the concatenation of the decimal value of each group. For example the radio call sign “ABC123” would be encoded as follows:
